A broker, dealer, or respective exchange employee who has the authorized access can view the real time quote of a particular security. Other than each an every site shows 15-20 minutes delay quote. Even concerned exchange website also shows 15 minutes delayed quote.

As far as I know Yahoo Finance gives realtime quotes at no charge.

I have told earlier that there are multiple sites which show all the quote on 15-20 minutes delay basis. Only any exchange or broker personnel can view the real time quote.
